Dr. Hilgers inside the Institute under construction in 1985.

In the last year or so, there has been a distinct move at various locations throughout the United States in an attempt to reclassify the gender with which we were born. For some reason, and I do not totally understand all of them, this has been a trend over many years. The confusion in the area of human sexuality has continued to grow and develop, and it seems like they will try almost anything to confuse us further. The conflagration of genders at younger and younger ages is becoming a serious problem and one definitely needing a response.

The work we do here at the Saint Paul VI Institute for the Study of Human Reproduction is one area of positive response in all of these circumstances. I have delivered thousands of babies over my lifetime, and I’ve never had any difficulty identifying what a baby boy or a baby girl is. There are some extremely rare circumstances where the sexual identity of an individual at birth can be more complicated, but I stress it is extremely rare. I have been in practice for more than 40 years, and I have never seen such a case.

One needs to consider the possibility that this all started many years, if not generations, ago. There is one organization which has been at the head of all of this — Planned Parenthood. Furthermore, multi-billions of tax dollars have gone to Planned Parenthood in their funding over many, many years. I am attaching to this appeal letter a graph which shows the amount of money on a yearly basis given to Planned Parenthood not only to continue their operation, but also to help them build abortion centers. They are not only the leading provider of contraception in the United States, but now they have become the leader in the provision of abortion. Everything they do revolves around a highly perverted and distorted view of humans, and, yet, somehow they’ve been able to continue with a positive reputation, particularly within the political arena. The graph on the funding of Planned Parenthood shows a significant increase in funding across the last 30 years, and this funding increased significantly under the Clinton and the Obama administrations and, certainly, the Biden administration has continued with these efforts.

There is, however, one particular situation Planned Parenthood does not serve; this area is in the field of natural methods of family planning and, yet, at least 25 percent of the American population are guided by religious principles opposing contraception, sterilization, in vitro fertilization and abortion. This same group of people is not opposed, however, to the use of a natural method (except to say they have been fed significant input, which has provided negative and derogatory information with regard to the use of natural methods).

The Title X law (where they get their funds) states that all methods of “contraception need to be provided,” and they make a specific provision that “natural methods” should also be provided. However, not much of a challenge has been presented to Planned Parenthood relative to what they are actually providing. But we know otherwise!

Figure 1: The federal funding of Planned Parenthood from 1987 through 2014–2015. Citation: Gigant K: Your Tax Dollars at Work for Planned Parenthood. Celebrate Life. 25:42–45. PPFA Annual Report 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2012, 2013, 2014

When Planned Parenthood says they provide services in “natural methods,” they are really providing services looking natural on the surface, but they’re really the use of artificial barriers (condoms) at the time of fertility. This is a very deceptive approach to the provision of “natural methods.” However, they have gotten away with this (condoms at the fertile time) because nobody challenges it. So, in many ways, Planned Parenthood does not provide natural systems, but provides only artificial systems or barrier methods. This wouldn’t be so bad except to say they have denied teachers of the CREIGHTON MODEL FertilityCare™ System, which is, by itself, a very true natural system. The teachers are certified by the American Academy of FertilityCare Professionals and the education programs are the most advanced of anyplace in the world. The teachers undergo a 13-month training program accredited also by the American Academy of FertilityCare Professionals.

What I’m trying to say here is that even though the government has a stipulation saying you have to provide all methods of contraception including natural methods, Planned Parenthood gets away with receiving literally millions and millions of dollars each year of federal funding, where first class natural methods are not being provided.

A couple of years ago, we at the Saint Paul VI Institute applied for federal funds and put together what I think was a really sound and good proposal (written by a professional grant writer). However, it was rejected because we would not provide contraceptive counseling — that means information relative to the use of oral contraceptives, intrauterine devices, sterilization, condoms, diaphragms, etc., etc., and abortion. We were rejected in our request, putting us in an interesting situation because we are experts in natural methods, not only in the United States, but throughout the world, and we have data to show these natural methods are highly effective in avoiding pregnancy; they’re also effective in achieving pregnancy as well as helping women who have other types of reproductive issues or endocrine/hormone issues such as related to infertility.

“…we are 38 years into our opening of the doors of the Saint Paul VI Institute and during this period of time have not received federal or state financing.”

— Thomas W. Hilgers, MD

I bring all of this to your attention because we have not received any federal funding here at the Saint Paul VI Institute; yet, we are 38 years into our opening of the doors of the Saint Paul VI Institute and during this period of time have not received federal or state financing. This just means that the struggle to keep our doors open and continue to grow our programs and promote them and get the word out about them has been especially complicated. So, if there’s any way that you can help us financially with a generous donation to the work of the Saint Paul VI Institute, I would especially appreciate it at this time. Your donation is tax deductible — we are a 501(c)(3) organization — and something that really has proven itself over the last 38 years of program development, development of methodology, and development in the area of women’s healthcare, etc. So, if you would consider a donation below, I would really appreciate it!

Thank you so much for considering this request. Our donors have been extraordinarily generous to us over these many years. I hope to be able to present to you during the course of this year additional information with regard to what’s happening in our culture, to our families, to our children, etc. These all have the root cause of denying the natural components of our human sexuality.

Thank you so much for all that you have done. I pray that God will continue to be with you and your family in a very special way!

Sincerely yours,
